Allow VPN client and VPN server to be used at the same time.

I think it's reasonable request to be able to use the VPN client and server at the same time. The use case would be to allow (only) VPN in directly over the ISP link for eg a phone (since opening up ADM to the internet directly has proven to be a security risk).
But to use VPN for other connections outbound like downloads.

It would require a second routing table for the VPN server with a "lookup" to match traffic to the VPN ports to use this table.
