Add new user problem

Hello, I can't add or edit existing users. Always I get that error ([Local User] Failed to add the new user stasius". (Ref. -156)"), (Unable to edit user information. (Ref. 5401)).
What's the problem?

I did not encounter this issue before. mm... Only admin user can see Access Control icon. So you should use admin account. Not sure what's the problem. I think you'd better to ask for asustor's support to check it. https://support.asustor.com/
