Difference between l2tp and ikev2

I am a new vpn user and I have a little bit information about but still confused. L2tp and ikev2 both use ipsec for security, so why both exist in a vpn.

OpenVPN isn't the best because it has security flaws. The reason for that is it is open source, anyone can modify it.

No, that's not true. "Open" means that the algorithm is open, so everyone can verify how secure the algorithm is. The "algorithm" will be designed to protect data, even if everyone know the algorithm. That's the only way we can trust.

Yes! you are right but my concern is l2tp and ikev2 both are using ipsec for data security. Yesterday, I Googled and read some valuable guides like

In these guides they mention their pros and cons but I still have query that why both have in existing vpn protocols.
