No access to phpadmin

I installed phpadmin and owncloud a while ago as described here under Tips and Tricks and everything worked as expected. During the last days I wanted do do some changes but I don't get access to the Interface of phpadmin as well as owncloud anymore. I checked what I thought should be done but I failed with all attempts until now. Can someone give me some help?

If I call for

http://192.168.1.3/phpmyadmin

the followin message appears in Chrome:

Ups! Google Chrome konnte keine Verbindung zu 192.168.1.3 herstellen.

The adress is the correct static adress of my NAS Same happens with owncloud. Other apps like utorrent work as usual.

have you checked that the folder phpmyadmin still exists in the web share?

Both folders, phpadmin and owncloud, exist under the folder "WEB".

do both contain an index.php and if so does typing http://192.168.1.3/phpmyadmin/index.php work?

Both are there but typing http://192.168.1.3/phpmyadmin/index.php leads to the mentioned error message.

ok check in the folder for a .htaccess and look at its contents to see if thats preventing you from connecting? if it is you could try renaming and seeing if you can then connect. Then figure out changes to allow you to connect and rename back.

Failing that look at permissions for the folders and see if there is something in them that is preventing access.

I tried the proposed steps but it didn't change anything. Anything else I could try?
