How to configure dnsmasq for DNS and DHCP server

Hello all.

I started to use ASUSTOR AS-202TE 2 months before.
I would like to use DNS and DHCP server on AS-202TE for my local home network.
So, I found a quote in this forum. "Re: DHCP and DNS server"
DNSMASQ can be installed successfully and make configuration for only DNS server. (No DHCP)
DNSMASQ start with no error but looks no response even if ADM defender set all allow input.

I attached my configuration.
Please advise me.
