Norton prevents installation of Control Center

I have downloaded the Control Center (zip) File for installation on a new pc. However Norton Internet Security deems the program "dangerous" and removes it before I can execute it.

Any idea why?

I succeeded to install the original version from the CD, but when it tried to download and install an update, this was also rejected.
