For Asustor NAS destination, the synced data is only accessible to its creator and admins who has access to this data via terminal.

Don't really understand your intention. Do you want to allow those non-admin users to use the app to do data sync or not? If yes then enable the app access in the Access Control -> App Privileges. Then those non-admin users granted with app access can sync their personal folder data (or folders granted access to them) using Data Sync. If not then nothing changes, non-admins will not have the app access to Data Sync.

Ah I see, the way Data Sync works is that it's mainly for individual users, not for collaboration. So the files a particular user syncs will only be accessible to that user or an admin who has access rights to the data (perm: folders:0700, files:0600).
You have few options:
1. Open a ticket with Asustor Support make a request to allow setting of permissions for synced data.
2. Schedule a cron job with a custom script that checks for new synced data files which is less than an hour then change its permission recursively. It's also possible to auto change the permission on-the-fly upon the sync process, use the inotifywait command which can be installed from Entware repository from the App Central. Note that, although both of these approach are quite easy to accomplish, it requires some Linux experience to shell scripts.
3. Use other alternatives such as Nextcloud.
