I am looking for basic instructions on setting up a weekly backup of a windows machine to the Asustor NAS. I've enabled the rsync server service on the NAS side. Can anyone point me to helpful starting point documents for the setup on my windows machine? (I don't want to use Backup Plan, I want to use rsync).

You can try DeltaCopy on Windows. PC --> NAS or NAS --> PC. You can google it.
