Help installing AS-T10G2?

When I install the AS-10G2 10G card into the PCIe slot, it is not recognized, and no lights blink on the card or the switch port. Inside ADM, the card is not detected. I have used Asustor PCIe Mode Switcher to change into PCIe mode (from M.2 mode). For testing I discovered the M.2 card with 4 m.2 ssd cards can be seen in both M.2 mode and PCIe mode. The AS-T10G2 card can not be detected or seen in PCIe mode (or M.2 mode for testing). I have also used 2 different AS-10G2 cards.

What am I doing wrong, why can't I get the 10gbe card to be recognized and work?

I carefully followed the instructions again and it worked. I was very careful to make sure the POWER WAS UNPLUGGED when changing the cards. I believe this was the stepped I did not do correctly previously.
