Option of not responding if the IP is on the black list or is not in the white list

For an ADM access:
It would be nice to be able to choose not to reply with the message "....You have been blocked for too many failed login attempts or you do not have permission to access the system...."
In order to cause a timeout on the side of blocked ip.

Also in the same veines:
It not normal that we have a congratulation message if the IP is on the black list or is not in the white list when addressing port 80 or 442.
