Load average never goes below 1.00

Load average on my AS3202T never goes below 1.00, but CPU load is almost non-existent.
Does anybody else see that too?

It might not be a reason to worry, as I don't experience any performance problems, but I wonder if this is some kind of bug (something in kernel) or my box has some potential hardware issue.
Happens in current v3.0.2, it was the same in 3.0.1. I haven't used ADM before that.
